SCOPE AND CONTENT NOTE

The records of Andrew Maguire, accession 3380, date 1969 to 1983, with the bulk of the documents falling between 1974 and 1982. Included in the records are documents generated primarily by his Congressional office in Washington, D.C. and secondarily by his district office in Paramus, New Jersey. Scattered earlier records relate to certain pre-Congressional activities.

When given to Rutgers University in 1986 by Congressman Maguire, the records filled approximately 42 record center cartons. With reboxing and the segregation of publications, duplicates, memorabilia and personal files, the volume was reduced to 35 cartons.

Because of the short duration of each Congressional term (two years), much of the records are devoted to campaign activities, even increasingly so as the 1980 and 1982 electoral losses approached (see BIOGRAPHICAL CHRONOLOGY). However, many aspects of the collection reflect strong legislative and issue-related activities during his three elected terms (1975-1980 inclusive), with particular emphasis on health and environment. Also strongly represented are his interests in energy policy, Congressional reform, South Africa, and public policy concerning children's health and the rights of senior citizens. A concern for local New Jersey issues, particularly the extension of route I-287. the imminent closure of a large Ford plant in Mahwah, the emission of electromagnetic radiation from power lines in Rutherford, and certain questionable activities on the part of sewer authorities in Bergen County, are also well represented.

Exclusively legislative activities are well documented in the collection, particularly in SPONSORED AND COSPONSORED BILLS and SUBJECT FILES, the latter containing many reference materials relating to the former,, Passing reference to legislation is made in SPEECHES, ROBO LETTERS, CONSTITUENT NEWSLETTERS, PRESS RELEASES and NEWSCLIPPINGS.

Aspects of campaign activities that are reflected in series other than CAMPAIGN FILES are found in PERSONAL CORRESPONDENCE, CONSTITUENT NEWSLETTERS, PHOTOGRAPHS, NEWSCLIPPINGS, AUDIO RECORDINGS, MAILING LISTS and the miscellany following SUBJECT FILES.

Issues relating exclusively to New Jersey's seventh congressional district (most of Bergen County) are documented in the SUBJECT FILES and "Maguire Wire" newsletters in CONSTITUENT NEWSLETTERS, as well as in the ADMINISTRATIVE ASSISTANT'S FILES and NEWSCLIPPINGS (by subject.)

Abstract

The bulk of the collection covers the period 1974-1982 when Maguire was a U.S. Congressman from the Seventh District of New Jersey (northwestern part of Bergen County). Strongly represented are his legislative activities regarding health and environment, with lesser representation of issues like energy policy, Congressional reform (Rep. Robert L. Sikes), South Africa, and senior citizens' rights. Local New Jersey issues represented include the extension of route I-287, closure of a Ford plant in Mahwah, electromagnetic radiation in Rutherford and a Bergen County sewer commission investigation. Campaign materials as kept by his father, Bruce B. Maguire, are also included. The series are: Subgroup A. ARRANGEMENT NOTE

The documents in the Andrew Maguire papers fall into two subgroups, the first of primarily Washington office papers and the second of those belonging to Bruce B. Maguire, his father, who directed campaign funding operations while in New Jersey. The former subgroup required a sizeable amount of foldering, refoldering, and the segregation of duplicates and publications, while the latter required little if any.

When received in April of 1986, most of the documents were contained within a variety of folders, envelopes and binders. When appropriate (i.e., with clearly labeled headings), these items were retained, and usually kept in their original position in the collection. However, many series were enhanced or rendered complete by photocopying of shifting various documents to them, i.e. SPEECHES and NEWSLETTERS, both of which series were created from out of larger series. One larger series which was repeatedly drawn upon was SUBJECT FILES, a scheme elaborated upon in its respective series description. In addition to the aforementioned two smaller series, ROBO LETTERS and CAMPAIGN FILES were enhanced by selected SUBJECT FILES.

Particular rearrangements were as follows:

  3. PERSONAL CORRES. from the unarranged materials follow SUBJECT FILES.
  4. ROBO LETTERS from out of SUBJECT FILES and PHOTOGRAPHS.
  5. Newsletters from out of SUBJECT FILES and PHOTOGRAPHS.
  6. CERTIFICATES... certificates of nomination from the unarranged materials following SUBJECT FILES.
  7. ADMINISTRATIVE ASSISTANT'S FILES some unarranged materials moved from boxes that exclusively contained publications.
  8. NEWSCLIPPINGS rearranged into chronological order within NEWSCLIPPINGS.
  9. SUBJECT FILES "Foreign Policy" folders alphabetized, and three "Casework" folders moved from pre-Congressional activities materials that were removed from the collection.
  10. SOUTHERN AFRICA from out of PRESS RELEASES and a phonorecord from the memorabilia removed from the collection.

Approximately seven cubic feet of materials were removed from the Maguire collection during processing: about five cubic feet of books, magazines and Congressional Record publications, and an additional two feet of various pre- and post-Congressional papers, music and religious audio cassettes, maps, personal objects and personal papers.
